Seek medical help: Sounds like you are experienced with opiate withdrawal issues. You should get help from your er or your family physician. The signs and symptoms of opiate withdrawal can be very dramatic and frightening. Frequently if you work with your physician or a de-tox center, they can come up with a plan of weaning off of the opiates.

Go to ER: Any seizure deserves an er visit regardless of the reason. Add hard to control diabetes and withdrawal and it would be smart to go to the hospital.

Epilepsy is harder to control with blood glucose fluctuations, and the presence of narcotic withdrawal complicates the process profoundly. He should be on anti-epileptic drugs, and blood therapy levels should be confirmed. A drug abuse specialist could be very helpful. A neurologist would manage the seizure aspect.
