Depends: Generally a pain specialist will rx methadone, but there are some strict criteria since it has been involved in overdoses and can affect the way the heart beats. Generally its required to have an ekg before initiating, repeat ekg one month after starting and every six month thereafter to monitor the heart to make sure its beating appropriately. I would recommend a pain specialist for evaluation.

No: If you are already getting Methadone at a clinic you have probably signed a narcotics contract which stipulates you do not have any other doctor or clinic prescribe narcotics. I personally would never prescribe this medication for anyone already receiving it from another source. I doubt any pain specialist would either.
