No: Blood pressure is related to arteries, not veins. Dilated or relaxed arteries lead to lower blood pressure while tightened or contracted arteries lead to higher bp.

Veins and BP: Veins have no relationship to blood pressure. Arteries are high pressure vessels and when a blood pressure is taken it is done over an artery. Veins are low pressure vessels and do not reflect a patient's blood pressure.
