Keratosis Pilaris: What you are describing is a common condition found in approximately 40% of our population called keratosis pilaris. At the site of the hair follicle, there is a plug of keratin which protrudes slightly from the skin causing a "goosebump" feel. Common treatments include an over-the-counter amlactin or lac-hydring lotion or cream used twice daily to affected areas.
