Yes. : Unless the child is very overweight, this is the recommendation. Milk can be introduced at the age of 1. Before that, formula or breast milk should be the form of "milk". The rapidly growing brain and nervous system benefit from the higher fat content in whole milk, but there are other forms of fat that can be incorporated into the diet if cow's milk is not acceptable or tolerated.
