High breath?: I'm not sure what "high breath" is so that makes this hard to answer. A 38.9 fever is not that high and feeling chilly is due to the fever. Vomiting with a fever means this is likely a self-limited viral infection. The only reason this might require urgent attention is if you child can't keep any fluids down at all- except for the high breath issue- please clarify.
