Actual consumption: Lab tests and scratch tests may say you are allergic on paper, but in reality have no symptoms when ingesting the food. However, actual ingestion of suspect foods should only be done in an allergist's office where they can assess the response, check vital signs, and intervene if there is a severe reaction. Don't try this at home!

Depends: If you mean a typical allergic reaction skin prick or blood testing is available. This only helps in diagnosing "immediate" allergies which are 15-60 min after ingestion (hives, swelling etc.). For "intolerances" where foods cause GI or other symptoms there is no reliable testing for the vast majority of these and this is mainly diagnosed by history.
