No : Heart failure is a clinical diagnosis. The classic, accepted definition of heart failure is heart disease that limits the cardiovascular system to delivery adequate oxygen to meet the body's demands/needs. There are many heart diseases that can cause heart failure. An ECG may provide a clue to the diagnosis of several of those diseases.
