Your mother?: You list your age as over 30. An adult of this age would not need parental consent for hospitalization. If having symptoms that concern you enough to consider psychiatric hospitalization, please see you physician -- or go to an er if they're severe! doctors there will evaluate what's happening with you, and get you the help you need.

To go or not go : Well first it would depend on what is going on. If you are at risk to harm yourself or someone else, or are severely impaired in your ability to care for yourself then you definitely need to seek immediate help. If however, you are seeking an eval for recommendations for illness diagnosis and medications then this can often can be done in outpt office.
