Infection v Reaction: Depends on how long the earring/ tape has been in, how serious the infection, or if it not infection at all but a reaction to metals in the earring ( nickle). If it's a new pierce the earring should be taken out ; the area disinfected ; kept clean. If there is fever, significant pain, swelling or redness antibiotics or drainage may be needed. Metal/tape allergy: remove earring or tape.
