Depends...: Every celiac person is different in their sensitivity levels. It would also depend on the amount of gluten ingested. Good ballpark estimate is 1-3 hours after eating, but i've had it happen in as little as 30 min.

Depends in severity: Effects from gluten ingestion depends in the severity of celiac. Some can lead NON gluten free lives without knowing they're Celia's, whereas others could consume anything even slightly contaminated with gluten (or wheat) and have serious effects
