I THINK what: you mean is that water does NOT HELP your DRY MOUTH and THAT indicates your mouth dryness is a MEDICAL/ORAL health problem. Many medications can cause this as well as several medical disorders! Consult your PCP or Oral Care Provider! Hope this is helpful! Dr Z
