Yes : You likely had the shortness of breath because of the hot water in the shower causing vasodilation in your body and then subsequent shortness of breath. The physiologic changes in cardiac and respiratory system have effects even at 17 weeks. Common when pregnant. If persists when not out of shower or if you have asthma, see doctor soon to tell about episode.
