Needs ortho eval: Pain in the hip can have many causes. I would recommend that you start with her family practitioner but eventually get an orthopedic consultation. As tests are run the cause will become clear. It is impossible to state with certainty however whether or not it represents arthritis.

Depends: Depends on where the hip pain is located. If in the groin, it is likely the hip joint and that would require rheumatologist or orthopedic evaluation. If low on the side of the pelvis, it could be bursitis.
