No: If your gums are healthy with no pockets you don't need scaling and root planing. Arestin is for early pocketing you need for a periodontist to evaluate why you are having recession and eliminate the causes. Then you need gum grafting to restore the lost gum tissue. And don't forget when the gum recedes so does the underlying bone which supports the tooth.
