Not always : It depends on how bulky your teeth ate, and what the final objectives of the 'veneers' are. If you have small teeth that are thin..'shaving' teeth may not be necessary. Talk to your dentist!

No shave veneers: Lumineer is a type of veneer that requires less preparation and little or no removal of the tooth structure. Yes!: There is at least one dental company that used to market their veneers to the public by saying that "painful tooth structure" did not need to be removed. I think they have retreated from that marketing and now state that minimal preparation of tooth structure is necessary. I never understood how no "shaving" was needed. I think that every case needs at least some preparation or "shaving".

Depends: Depends on the position of the teeth, the color of the teeth and the changes you are looking for. If you simply want whiter straighter teeth and there is room to build over them without getting a result that is very bulky and "buck" and non-vital looking then Lumineers might work. These are simply bonded over your existing teeth. Most often room is needed to create excellence, requiring reduction.
