Eczema: Mild eczema can be treated with moisturizers, mild sopa, and an over the counter 1% Hydrocortisone cream. If there is trouble with itching, you can give occasional diphenhydramine(benedryl) if not improving or more persistent eczema, he should be seen by his doctor. The doctor can prescribe stronger steroid creams as well as be sure there is not also a skin infection.
