Are there any tests to find out if blood is carrying oxygen to your body specifically your skin properly? i mean oxygenated blood and circulation.

Sores: Inadequate blood supply to skin results in sores where the tissue dies from inadequate blood supply. This can be seen in patients with severe raynaud's phenomenon (fingers or toes turn completely white for periods of time then red when blood rushes back in). If you have unexplained sores (not from an injury), then see a dermatologist.If affecting only fingers and/or toes, see a rheumatologist.
