my blood oxygen saturation is 96% but can there be chances that my blood is not circulation properly to my skin?

Yes.: At your age chances of lack of circulation is unlikely unless there are preexisting conditions like diabetes or rheumatologic problems like sle, etc.. Smoking can also cause it as do some drugs that cause vasoconstriction or closing off of blood vessels.

Not likely: Cardiac output determines blood flow to the skin. The nl oxygen saturation suggests good lung function.
