See a GI doctor: Blood in the stool is never normal and can signify severe illness, although it may be due to hemorrhoids, anal fissure or other minor conditions. The presence of episodes of fever, however, reinforces the impression that it should definitely be evaluated by a physician and would recommend this be done asap, particularly in light of prior history of tuberculosis. Best wishes.
