It's genetic: Where our body decides to store fat is most likely based on our genes. Some people store it in the thighs or buttocks when they gain wt, others in their belly or hips. There isn't any way we can make our body deposit the fat where we would like it to go unfortunately. There are still exercises for people with bad backs. Perhaps the local ywca has water aerobics classes or light hand wts.
