No and yes: You must ovulate to get pregnant. If you mean can you get pregnant if you have intercourse before ovulation, yes. Sperm can live 3 days on cervix.

No: There is a very short window of time during which a follicle (egg) can be fertilized once released from the ovary. You can't conceive earlier or later than this window of time, which is about 2 weeks after your period ends. Birth control pills prevent ovulation anyway (99.9%).
