Yes: If it is still flat by 15 then that would not be normal.

Define "flat": It is expected that by 13.5 all girls will have at least nipple enlargement as a signal that puberty is beginning. By 15 more breast growth and menses is expected. If neither are noted a workup for delayed development is appropriate. A minority of women go through puberty all the way to menses with minimal breast tissue mass.
