Can you tell me if you are only supposed to use sunscreen when you go outside?

Yes: The exposure to UV-A and B rays are what you are trying to avoid. Although you can be exposed indoors its not practical to bathe yourself in sunscreen all day long. Its best to apply it about an hour before going outside.
