Dark circles: Under the eyes are difficult to irradicate completely. They're usually associated with eye fatigue or aging changes of the lids. There are some creams and lasers which sometimes help but not consistently. Discuss this with an ophthalmologist or dermatologist.

Difficult problem: There are not a lot of good solutions to this problem. One common suggestion is to try a skin care product which contains kojic acid . You should see a facial cosmetic surgeon (ent with facial plastic expertise), dermatologist, or other cosmetic specialist in your area.
