A tight achilles: Often if you're used to wearing higher heeled shoes, the achilles tendon and calf muscles can shorten and not be as flexible. Once you switch to a flat shoe like a ballet slipper, the achilles strains due to inflexiblity and will put an additional strain on the plantar fascia ligament resulting in heel pain. You need to stretch in order to start seeing the pain resolve.

Change in shoes: You have changed the height of the heel and of the support of your arch. Your ballet shoes have no arch support and your heel is no longer elevated putting more stress on your plantar fascia.
