Needs work up: It is difficult to base a full diagnosis on one single picture. However, it can be any benign skin condition to any concerning possibilities like melanoma etc.
I would recommend that your husband get a dermatologist evaluate his lesion, especially if it has changed over the past.

Sinuses: The frontal sinus is located within the bone in the forehead. In the spring you may get allergies that cause inflammation within the sinus. Try otc allergery meds and nsaid's for relief. If these don't help, go see your doctor.
