The only : Thing i can think of is salmon patches, oftentimes called angel kisses from birth. It can appear on the forehead like you said or on the nape and other parts of the body. It is like a " mood indicator ". Beet red when you are upset and disappears when you are calm!

Acne: Sounds like acne possibly. Try a topical benzoyl peroxide solution over the counter.
