Possible allergy.: You are describing an inflammatory reaction of the skin including itching. Once an area is scratched, blood vessels that are broken can produce bruising. To determine the cause of the allergic reaction is key but until you can get in to see a dermatologist for proper testing such as a biopsy and patch testing, i would encourage zyrtec (cetirizine) 10mg every day to quell the symptoms, and possibly the rash.
