Heat rash: It sounds very much like heat rash esp as it is itchy and in a very warm moist area like the neck. Keep your neck dry, air dry is best...Keep cool, avoid thick lotions or ointments. Caladryl anti-itch can be used over the counter if ok with your doctor. It should get better 3-4 days, if not go see your pcp.
