Irritant: An asthma inhaler contains the active ingredient and the propellant which can be cold in temperature and irritate the throat leading to cough. The dry powder inhalers can lead to cough because of irritation as well. The airway in patients with asthma is already "hyper-reactive" =twitchy and inhaling almost anything can trigger a cough. Rarely, asthma inhalers can actually trigger bronchospasm.
