DRY SKIN: If it is in winter months only, just put extra moisturizers, the best one will be vaseline. Too much use of chap sticks on and around dry, cracked/chapped/fissured lips can sometime make it worse. If the condition is throughout all year, then better take her to a dermatologist to find out the cause.
