No: In young healthy people with strong hearts, especially if they are thin, it is not uncommon to be able to hear the blood flow sounds (korotkoff sounds) all the way down to 0. In those cases, the diastolic blood pressure is determined when the korotkoff sound intensity decreases slightly (becomes muffled).
