Yes it can, BUT: Even though i'm a homeopath as well as a conventional physician, homeopathy would not be my primary recommendation for treating hypothyroidism. Replenishment of hormone is needed. Homeopathy can help whatever the body itself can heal -- and it can definitely help the allergies. You may also find some food sensitivities at the bottom of those, and dietary adjustments can make a huge difference!
