Is there a way to get an inhaler script done without seeing a dr? no insurance or money to have appointment.

No: You must see a doctor. You can also call a telemedicine service to discuss by phone or video with a doctor but you can only get 1 refill before you are required to see a doctor in-person. This is per law in all states.
