Temporary..: Use otc artificial tears if condition is temporary. If it goes on for a few weeks unresolved consult an eye doctor.

Artificial tears: Artificial tears help dryness. Rinsing eyes with cool water and putting a cold compress on them will cool them down. If a condition is chronic, one should see an eye md.
