Probably not: While there is controversy about the origin of an arachnoid cyst, most believe it is congenital. Unless you have marfan's syndrome (connective tissue disorder) or significant scoliosis there is no direct link to a cervical disc herniation. The link would have more to due with meningeal cysts.
