Yes, it is.: A young infant does not have developed chest muscles, and thus when they breath, their abdomen moves up and down with movement of diaphragm. However, if a baby breaths very rapidly, or the area below the chest cage caves in with each breath, that is abnormally labored breathing, and he or she needs to be checked.
