It happens: The blood vessels that went through the cord during pregnancy should pinch off and not drain after birth. Occasionally a remnant or some tissue remains that will ooze. Robust cleaning with isopropal alcohol will help it dry out the area so it stops. If this doesn't help have the doc evaluate.
