Testis pain: Yes this can be quite normal due to the healing process. If it persists or gets worse please see the surgeon.

Yes: It is very common to have a sensation like this because laparoscopic hernia repair occurs in the space that is common to where the spermatic cord comes from on both sides. Be sure however to ask you surgeon about it at the post op appointment.
