Plantar fasciitis: There are a number of possibilities, but probably the most common is plantar fasciitis. This is felt to be an inflammatory contracture of the plantar fascia and treatment options include orthotic/bracing, stretches, injections or surgery. There are other potential causes, so consider being seen.

Could be...: Plantar fascitis if the pains occur mainly in the heel area and even possibly the arch. It could also be generalized arthritis and a number of other possibilities. Take the insoles out of your shoes and replace them with ones that have more arch support. The one i recommend most is the spenco polysorb cross-trainer insole. If you don't need as much cushioning, the total support is also good.

Constant pain: With constant pain without pressure or movement could be several causes and very likely to be neuropathic (nerves) related. Plantar fasciitis (common heel pain cause) generally happens with specific pressure or first step of the day. Constant pain may indicate deeper issues relating to neurologic, rheumatologic, or endocrinologic reasons. Get a referral from your primary.
