Women 44 has heart disease an type 2 diabities is it possible for her to be starting menopause she hasn't got a period this month?

possible: 44 is a little early, but certainly within the range of possibility. Women tend to reach menopause at a time similar to their mothers/sisters. There could be symptoms of estrogen withdrawal (hot flashes, etc). Or it could be premenopause, with a decrease in estrogen but not total drop.
