No: Vertigo is a symptom of some other problem. Vertigo, defined as the sensation of motion where there is no motion, is an inner ear problem and should be evaluated by and ear nose and throat doctor.

Absolutely: Vertigo can occur at any age. From childhood to old age. There are many diseases that can produce vertigo including, BPPV, Meniere's disease, labyrinthitis and auto-immune disease involving the inner ear as examples.
