Yes: That is a large discrepancy between actual age and developmental age. You need to get a formal evaluation done, including speech, audiology and motor skills to determine what may be causing these large delays.

Yes, except: Opinions of what reflects a 2 year old may be mistaken. It would definitely make sense to ask the child's pediatrician for an opinion and referral for testing and treatment suggestions. The school may also have special services to offer. Good luck.
