Can be but..: There are many reasons for a chronic cough. Congestive heart failure is just one of those many reasons. This should be evaluated by a physician to determine the cause.

Can be...: Congestive heart failure can result in a persistent non-productive cough but there are also other symptoms that would be present like shortness of breath, ankle/foot swelling. An evaluation by a doctor is necessary so this diagnosis can be made and treated. If shortness of breath is present, an urgent eval, sometimes in the er, is needed.
