General weight loss: With natural weight loss (by eating fewer calories and exercising more to use up stored fat), a person loses fat from all areas of his body. So, to lose the waist and thigh fat, one must lose weight (fat) from throughout the body. Doing exercises to strengthen the butt and leg muscles will make the legs look better as the fat is used up. Avoid sugar or simple carbs, as they add fat to the waist.

Spot fat loss: Spot fat loss does not occur naturally. By losing weight in general some will probably be abdominal fat. But, we don't get to choose what area of body fat is lost from. Eat healthy & be physically active. Calories burned must > those consumed.

See below: Agree with Dr. F. It is not possible to target a particular area for fat loss through diet and exercise. It is more important to maintain a healthy weight, have a healthy diet and exercise. May I add that pear shaped weight is less harmful than apple shaped figure.
