Groin hernia?: If you have an inguinal (groin) hernia, then yes a person can have nerve pains that radiate into the testicle area. I am not aware of any association with a hernia ; urethra pain. See your doctor for an exam ; discuss hernia repair surgery.

See your doctor: Painful hernias should be evaluated by a doctor. Ok to start with primary care, but consider consultation with a general surgeon as well.
