Possibly: If you get pain or limited motion in the shoulder with abduction and external rotation you may have some rotator cuff inflammation. If you can't lift your arm at all you may have a tear. Typically inflammation with pain on motion is more common. Sometimes the pain can be localized to the ac joint which is on top of the shoulder.
