Possibly: If an aneurysm is large enough or a stroke old enough, you can see those on a head ct. An MRI is a better evaluation of an acute stroke and and mra or cta is the best way to look for an aneurysm.

Yes: Plain ct scan is not the best test for aneurysm or stroke. Large strokes (especially old ones) and large aneurysms can potentially be spotted on a ct. Mri is a better test for both, especially when blood vessels are looked at as well.
