Orthopedic doctor: For ankle fracture, you really need to see an orthopedic physician to examine you and review xrays. Only then can s/he assess the fracture and what treatments are needed -- in some cases this could be surgery. In the meantime, stay off of it -- elevate, and use an ice wrap on the area (not ice directly on your skin).

Depends: If it is not displaced, then a cast or a cam boot will do for 4-6 weeks. If it is displaced, then surgery. If it is just sprained, then initial rest followed by pt. See your ankle specialist for treatment and ask how soon you could jog.

Depends on Fx.: "ankle fracture" is very broad ; can very from a chip 2 a very severe multi fragmented type. Only the orthopedist u c can decide what's best after exam ; imaging. There is no universal answer 2 this?
